five-year tenure, he increased the pension assets in Niles

of Illinois.
Gary was attracting attention
and acclaim for his administration: he received four medals
in the 1988 Illinois Urban Innovation Program for creative

Gains Incorporated to share his knowledge and make sure police
and fire personnel would see rewards for their work.
 
Pension fund management

increased the equity investment allocation from 10% to 45%
