 
There’s one word that
holds a world of meaning for Gary Karshna: character. He glimpsed
it in the everyday heroes he saw growing up in the 1960’s:
his parents, his church and community leaders, and the police

Today, Gary’s displaying

Gary attended the University of Wisconsin, he discovered the
potential of the investment markets. He fell in love with
it, graduating with a Masters of Arts degree in Economics
and focusing on a very special niche: Municipal Finance.
Subsequently, Gary became
the Director of Finance for the Village of Niles. During his
five-year tenure, he increased the pension assets in Niles’
fire and police pension funds by a remarkable 50%. Per the
Illinois Department of Insurance, Niles’ funds ranked
in the top 5% of police and fire pension funds in the state
of Illinois.
Gary was attracting attention
and acclaim for his administration: he received four medals
in the 1988 Illinois Urban Innovation Program for creative
ideas in municipal finance. And in 1992, he founded Capital
Gains Incorporated to share his knowledge and make sure police
and fire personnel would see rewards for their work.
 
Pension fund management
has grown increasingly challenging. When the State of Illinois
increased the equity investment allocation from 10% to 45%
in 1997, it also increased the need for qualified portfolio
management. Even municipal cash management has grown more
complicated.
